File Creation
A plat applicant or his/her agent must upload a copy of the plat in electronic format compatible with software in use by Clay County at the time of submittal and with the Fargo-Moorhead Metropolitan Council of Governments (MetroCOG) layering scheme (PDF). An AutoCAD drawing file that contains all the appropriate layers is available online. The computerized plat must be referenced as Clay County coordinates and provide a seamless edge match to the existing database.
Note: Moorhead, Minnesota, City Code, Sections 11-3-2 and 11-3-3, require the submittal of plats in an electronic format.

File Naming
Uploaded files must include the plat name and an 8 digit date within the file name. (Example: Courthouse 3rd Addition 20050715.dwg - submitted on 15 July 2005)
File Format
Uploaded files must be in either AutoDesk's AutoCAD format or ESRI shape file format.
File Uploading
Please upload the digital file, created according to the above specification by completing the Electronic Plat / Survey Upload Form.
Additional Information Regarding Electronic Plat / Survey Uploading
- Preliminary Plat: The plat should be uploaded to Clay County when it is turned in to the appropriate Planning and Zoning Office. Preliminary plats must be submitted at least 15 working days prior to the regularly scheduled or special planning commission meeting at which they are proposed to be heard.
- Review Plat: The plat should be uploaded to Clay County when it is turned in to the appropriate Planning and Zoning Office. Review plats must be submitted at least 15 working days prior to the regularly scheduled or special planning commission meeting at which they are proposed to be heard.
- Recorded Plat: The plat should be uploaded to Clay County when it is turned in to the county Recorder for recording. The electronic copy of this plat will then be integrated into Clay County's GIS.
