Adult Protection Services
Clay County Social Services, as an agent of the State of Minnesota, Department of Human Services, is authorized to investigate the abuse, neglect and exploitation of a vulnerable adult. It is the policy of the State of Minnesota to provide safe environments and services for vulnerable adults and to provide protective services for those who have been maltreated.

Child Protection Services
The purpose of Child Protection Services is to protect and ensure permanency for children and to preserve and strengthen families through sensitive, effective, and appropriate use of resources.

Child Support Services
The Child Support Unit establishes and enforces court orders for child support, child care, and medical support (health insurance / medical benefits.)

Financial Assistance Services
The Financial Assistance Division of the Clay County Social Services Department provides financial assistance through a variety of programs.

Mental Health Services
Clay County Social Services is responsible for assuring that an array of mental health services for adults and children is available for citizens of Clay County per the Minnesota Comprehensive Mental Health Act.

Substance Abuse Services
The county or tribal agency determines the recipient's need for treatment by conducting a Chemical Use Assessment and also determines whether the recipient is eligible to have their treatment paid for using public funds.

Welfare Fraud & County Collections
The Welfare Fraud Unit is responsible for investigating possible instances of fraud for all public assistance programs. The investigators handle both front end and back end investigations. The Collections Unit is responsible for collecting county debt, working closely with Financial Workers on the collection of overpayments of public assistance funds and on probate issues for Medical Assistance.
